Overdue and lost materials are billed at the average replacement charge. Bills for in-print books, periodicals, and other material types owned by Rutgers University Libraries may be updated with the in-print price of the latest edition if the item is listed in the Library Catalog and the bill is paid in person in a library. Average replacement charges apply to all out of print materials, items with records withdrawn from the Library Catalog , and E-ZBorrow and interlibrary loan items borrowed from other institutions. Processing charges and recall fines incurred also apply.
New replacement copies obtained from the publisher of an exact or later edition will be accepted in lieu of payment for in-print Rutgers materials if the item is listed in the Library Catalog . Used copies will not be accepted. Processing charges and any recall fines incurred also apply. The Libraries cannot accept replacement copies for E-ZBorrow and interlibrary loan materials borrowed from libraries outside of Rutgers, and for items with records withdrawn from the Library Catalog .

Refunds of replacement charges for Rutgers materials will be made only if an item is returned within six months of the original payment date, if the item was not recalled, and if the item had not been declared lost and withdrawn from the catalog at time of payment. Delinquency fines and charges for binding and processing will not be refunded. Refunds will not be given when a replacement copy was provided in lieu of payment, or for materials borrowed via E-ZBorrow or interlibrary loan from another library. All materials remain the property of Rutgers University Libraries regardless of the payment of fines, fees, or replacement costs.
The University reserves the right to hold transcripts and diplomas as a result of nonpayment of obligations and to forward delinquent accounts to collection agencies and to levy a collection fee.
