Background

According to the CONTU Guidelines on Photocopying under Interlibrary Loan Arrangements, libraries should pay royalties on journal articles requested within one calendar year from the same title more than five times, or more than once from the same issue, and which were published with 5 years prior to the date of the request. In 1998, staff at the Interlibrary Loan Services (ILS) Office at Alexander Library began reporting journal titles covered by the above criteria to the Copyright Clearance Center Online services (CCC Online). Staff at the ILS Offices at Robeson and Dana began using CCC Online in 1999.

During 1999, 205 articles were reported to CCC Online for total royalty fees of $2,631. In most cases, articles were then requested from RLG SHARES libraries. If royalties were unavailable from CCC Online, articles were ordered from commercial sources (for example UnCover and the British Library) that include royalty charges in their fees. Commercial document suppliers were also used in cases of rush requests, when they are only holders, and as last resort.

When referring to the CCC title tables in this report, add "5" to the number of times reported to CCC Online for the total number of times each title was requested on interlibrary loan during the year.
