Comprehensive U.S. Public and Private Slip Laws Processing
Guidelines
A. Processing from the SLS
TMP records:
A.
Change the Type, Home Location and Current Location to
DOCLUS.
B.
Copy the first 7 digits of the generic barcode.
C.
Insert "XX( .1)" into the call # field.
D.
Paste the seven digits in between the first parenthesis and
the “.1”.
E.
Change the Class Scheme from “SUDOC” to “SHLV-BY-TI”.
B. Receiving Instructions for the Public and
Private Slip Laws:
1.
Using the Bib/Control Holdings
Reference Guide [see below], Receivers will check in the Public and Private
slip laws into the current control records residing on the respective shadowed
serial records. The records are
shadowed because access is provided by both the analytical tmp, and later fully
cataloged MARCIVE records, and the Statutes at Large serial record.
2.
Receivers should only create one new
prediction at a time.
3.
Receivers should not barcode the
serial set pre-prints since they will eventually be discarded when the bound
Statutes at Large are received.
4. The
control records & MARC holdings have been created and are being maintained
to keep track of what slip laws have been received.
C. Receiving Instructions for the Statutes at
Large Bound Volumes:
1. Statutes at Large bound volumes are received through
the Depository program and processed according to established procedures by the GovDoc assistant.
2. Both
the Public and Private laws are combined in the Statutes at Large bound volume.
3. This
title is treated as a serial, so there are no accompanying brief MARCIVE TMP
records for it in IRIS.
4. The
fully cataloged serial record is not shadowed from the public.
5. After
initial processing, the bound volumes are placed in the slings for the
receiving staff to check in on bound control record [see reference guide
below].
D. Processing from the
monthly MON-NEW Alex Query:
1.
The MARCIVE Coordinator then
searches for each public and private law by title keyword in the Modify Title button
in Workflows.
- An Alternative technique is to do a call # browse in the “Modify
Title” button in Workflows with the SuDoc call
# SuDoc stem of the public laws, “AE 2.110:”. This will retrieve a list of all the
unprocessed slip laws in the system.
Processed slip laws will not be retrieved by this query because their
call #s will have been changed from a SuDoc to a “XX Shelved by Title” when
they were processed as SLS TMP records.
2.
Match each title on the MON-NEW query to its record in
Workflows by call # and title.

When you have a match, click on Modify Title, go to
the “All Volumes” Folder and:

Go to the MARC Holdings folder and enter the cursor into the
text field of the 852 MARC Holdings field. Enter the appropriate MARC holdings
statement, by Macro if possible.
5. Enter
into the inserted macro, the appropriate public law number, found in the SuDoc
number on the MON-NEW Query or in the 086 field of the item's bibliographic
record.
6. Click
“Enter Holdings”.
7. Go
to the Control folder and change NEVER to TODAY.
8.
Click on OK and then Review to
make sure the modifications are correct.

1.
Beginning in August 2002, we receive an analytic TMP (brief)
record from MARCIVE for every pre-print that is distributed by the GPO. These records are eventually overlain by a
fully cataloged MARCIVE record. Prior to
Aug 2002, all pre-prints were checked into the Docs CC by Congress and Session.
2.
Each type of slip law [private/public law] has its own brief
record serial record with a control record attached for receiving purposes.
3.
The loose Public and Private Slip Laws are eventually
replaced and combined by the bound volumes of the Statutes at Large.
